We’ve had a neighbor like that. He ended up with a lot of “presents” on his back door stoop. And eventually figured out that it wasn’t the neighborhood kids pranking him. Though it took him longer than I thought it would.
I grew up on a farm – our dogs never used the lawn – they went into the tree grove or shelter-belts – and they did it on their own – we did not train them. It was nice running around the lawn barefoot with no worries :>)
This is why I can’t plant flowers around my lamp post. It’s a favorite wee spot for my neighbors’ dogs. I tried putting a lit garland around the post one Christmas, but it burnt out. I found out while taking it down that it wreaked of dog pee.
We had a neighbor 60+ years ago. She had a Scottish Terrier and we had a poodle that was ALWAYS on a chain and couldn’t even go into her yard. We watched her one morning picking up her dog’s poo and looking at it, scrutinizing it. IF she thought it was our dog’s poo, she would throw it into our yard! (This was in the early morning hours as she was still in her robe and jammies.) Finally my father had a talk with her. Found out she was losing it, so Dad went and talked to her son, who was our Post Master. She finally stopped!!

There are apartments across the street that have expanses of grass where people walk their dogs. I don’t see anyone picking up anything.
