I think it started with Night Shift when the guy said “That Barney Rubble is an excellent actor”
Yeah, what an actor: talk in a doofy voice while having a sort of upward inflection, almost like you’re always asking a question, then sound out words like “pic-a-nic” instead of “picnic”. Genius.
