OK… He didn’t get raised. But at least he didn’t get a fire, either.

Don’t give him the option of raise or being fired, just say I “demand a raise” and quietly think about quitting to find a better job if they don’t.
Rule #1 in business when you give them an option they’ll take the one they see best for them, not you.
