I once rented a car from a company whose policy was to have the customer bring back the car as empty as possible. They gave to directions to the nearest gas station on the way out.
Most of the time there was at least a 1/4 tank. Most people can’t estimate how much gas they are going to use especially in a car whose gas mileage they don’t know, so they fill up to what they think they will need without the inconvenience of having to refuel during their trip.
True story…a person called a parent to complain their car had broken down and was unreliable even though it was only a couple of years old. The parent gets overly excited and takes the person to a dealership and buys them a new car. There was nothing wrong with the first car, it was simply out of gas. Both person and parent had more money than sense.

It’s been years since I last rented a car but I do remember being told the gas tank is full when I pick up and must be full when I return it.

Actually, it was an electric car. If it HAD been a gasoline car, it would have made it all the way.
