Doc Brown did have an 1880’s solution that did no involve hijacking a locomotive: solid propellant rockets. That technology was already thousands of years old at that time. But where would be the fun in that?
Going to a small town can often be like going back in time, but it’s usually only a difference of a decade or so. This guy seems to be living in the 1890s.
