Painter figured that with a ‘wet paint’ sign someone would sit on it any way, or at least touch it so why not try reverse logic. A skeptic would touch if first to see if sign was truthful.
Well … technically …it might be a metal bench sprayed with powder using an electrostatic gun. (Sorry, I worked where this method was used.)
