I think this is an anniversary tribute to the song, which was written in 1912. At least I hope it is, or Pastis gets an award for “bravest comic artist” for actually drawing this old joke.

Sisyphos loves collies, ever since he was herded by one as a mere child and then read all those Albert Payson Terhune novels (Lad, Wolf, Grey Dawn, etc.). Even melon collies! Okay?!Nonetheless, Cartoon-Pastis deserves all the grief his characters give him for these lame puns!

Pastis can be a moron sometimes.

The biggest problem with this particular pun is that I first heard it 40 years ago, and it predates that by at least 30 years. It is not original, and Pastis can do better!
