In Thailand using toilet paper in place of dinner napkins is standard practice. Many restaurants have it on the table (usually inside a plastic, toilet paper shape day container, with a bit sticking out the top)
Mum always had cloth napkins. They were passed on to Dad for rags when stained. I tried the same after getting married and having my first baby but it was hard to find cheap cloth napkins that didn’t easily stain so went to paper towels.
I’ve found cloth napkins to be less expensive in the long run (yes, they do stain, they have to be laundered) and certainly more eco-friendly than paper napkins (which wind up in a landfill or burned). But six to eight cloth napkins will last years, as opposed to a 200 pack of paper napkins that last about a month.
Made a mistake a few months back. I thought we were almost out of paper towels, so we bought some a Costco. Returning home, it turns out we were running low on TP and had an almost full package of towels
Truthfully, I’d rather see clean tp than someone using their (cloth or paper) napkin to wipe their runny nose and I see all sorts of people do it, all the time. Whether you put it back on your lap or leave it on the table for the poor server/busboy to pick up….YECH!!!
A bunch of years ago I picked up the habit of flushing my used tissues after blowing my nose. A sensible, sanitary thing to do, but Grandma was horrified: “You can’t put your Kleenex down the toilet! It will clog up the plumbing!”
Over 40 years ago I went to an estate auction where I bought a box of linens for $5. Whatever was at the top of the box was what I wanted and well worth $5. At the bottom of the box were 30 damask napkins. I’m still using them. Some people think they’re too fancy for everyday use but they wash up just fine.

I don’t use toilet paper as my napkins. I use kitchen paper towels; got to be a little thrifty with my cash.
