Landline phones run off big 48 volt batteries at the central switching office. These batteries are kept charged off the AC mains and by diesel generator when the mains fail. SO as long as the wires are not broken you will have landline phones when the power is out. Now a cordless phone plugged into a landline will not work when the power is out because there is no power to run the base station unless you have it plugged into a UPS like used with a computer.
