Is public drunkenness a crime in England? In the U.S. he’d be arrested and put in jail if he passed out on the street.

Give him a break, Andy. He’s subbing for one of the street bobbies who’s out sick. He’s really the station chef, where he’s known as Holmes on the Range.

I strongly suspect that officer is new to the police force and hasn’t encountered Andy before.
