We call that supersniff or flehmen face. It’s not limited to cats.
Opening their mouth allows the Jacobson’s (or vomeronasal) organ to receive the scent more readily, allowing them to get more scent information. You’ll see males do this to assess if a female is in estrus.

My cat likes to smell my sock-covered feet or my empty shoes, then makes The Smell Face. Maybe I need to start wearing Odor Eaters? :)
