Our cat wants an EAR rub. The catch is that if you stop “early”, she swats you. And if you keep doing it after she’s done, she swats you. It’s part of her system to make sure that she is the undoubted center of your attention.
I had that problem at a petting zoo when I was young. The deer I was feeding did not understand the concept of “no more food”. It seemed to think more food would appear in my hand if he just gave it a nudge or two.
What you do is get his leg moving while giving him a belly rub, then, when the leg starts scratching his own belly, you then leave quietly and leave the perpetual motion machine to keep on keeping on.
My cat gets a minimum of five minutes “luvey-dovey” time each day. It involves rubbing her fur backwards and forwards, playing with her paws, massaging her whisker muscles and general chin-scratching. She will remind me when it is time for her session. She doesn’t have a watch but she will pull me back if I try to stop early.
It’s like giving acorns to wild squirrels, if you don’t give it, they will make you scream AUGHH or, AIEEEE, so, that’s why in hikes you see signs that say, don’t feed wild animals.

Others said it earlier, but I’ll just add this; Pets know why you ’scritch’’ them or rub bellies. What they’ll never understand is why you stop.
