They then get paid so much that annual bonuses are cancelled (for the hourly employees only, of course; never for the fools throwing the money away).
A consultant takes the information you already have, gives it back to you, and charges a hefty fee. Much because people will listen to a consultant but not their own employees.

Having been a consultant I can assure you that people don’t necessarily listen to consultants either.

I worked for a company that hired a consultant, they followed his advice and went bankrupt.

Having just gotten OUT of consulting, I can tell you many of them still think this is the way. Especially the women leaders, in my experience. ;-)
