If ya look closely, string has been laced from the dropouts to the wooden fender, forming a skirt guard. And her bicycle is drawn with an extremely short wheelbase.
Look closely at the picture. The rear fenders on those bikes have holes in them for strings that go from the fender down to the frame. The strings are radial, like spokes, but you can see them crossing the tire. Those strings were there to keep skirts from blowing into the wheels and getting stuck.
