They want performance ratings to follow a gaussian curve, but to achieve that would mean that 10% of the workforce are considered so bad that, quite frankly, they should be sacked. So another case of lies, gross lies and statistics. If you have no-one that is Unacceptable, then you should have zero rather than force 10% into that category
