The Commissioner of Baseball has no power to fire an owner. I’m not even sure if he can slap him on the wrist. So what’s the threat?

The commissioner’s office is in NYC. We have a picture of a clock in Chicago and a fictional baseball team in… maybe Chicago? So Bordie is flying in to visit the commissioner? Or are we kludging together cities for the sake of fiction with not-so-fictional elements?
