If he’s off probation/parole then he’s as free of a citizen as you and me! Unless he has a warrant in another state that would get him arrested if he went there….

Names changed to protect the innocent!…Had a good friend in school who always was checkingin with his P.O.In later years I found out he did stunt and double work fora very famous Movie “cop”…“Make my day”….Way to go Danny….

If he’s finished his parole and has been on good behavior since, then he should be allowed to leave. It depends on what Philly’s state laws are.
