Memory’s cyber implants are powerful enough to interfere with GPS signals. It might explain why he’s working in a relatively isolated area. Wonder what it will do to the electronics at police headquarters when they question him?
I’m also surprised that after being attacked by the bird, Tracy didn’t demand to see his US Fish and Wildlife Service permit to keep a wild bird. Tracy seems awfully calm and polite after being attacked. “Mr.” Memory instead of just Memory? Awfully polite.
Look at his different attitude when he brought Broadway Bates in for questioning:

Tracy’s fedora is talon-torn and a top candidate for “the Wall” of battle-scarred fedoras that he maintains. As for the little talk downtown that Tracy requests, Mr. Memory so far has no reason to fear: the cops know very little, not enough to charge him with anything without further corraboration….
